    Supervise the implementation of the disaster services program in an assigned geographic territory. Lead and supervise Disaster Program staff and volunteer team responsible for local preparation, response and recovery management as well as management of government partnerships within assigned territory. Implement disaster preparedness, response, and recovery programs in the local area. Ensure the development of Disaster leadership volunteers in each of the program support functional areas of the disaster cycle in order to meet the needs of the territory, region, state and division. Drivers for this work include the number of municipalities within its coverage area, the amount and complexity of program activity, presence of significant grant funding, geography, risk, population, frequency of events, and regional structure. Provide support, development and/or leadership guidance to all volunteers.

    Perform all duties and responsibilities in compliance with standard operating procedures and other applicable Federal, State and local regulations.

    WHAT YOU NEED TO KNOW (Job Overview):

    The Disaster Health Services (DHS) Supervisor (SV) serves as the leader of a temporary work unit on a disaster relief operation to provide a range of healthcare activities and assistance to individuals and families who have been impacted by a disaster. This role is also responsible for mentoring and supervision of DHS service associates.

     

    This position is located in Gainesville, Florida and will work in-person and virtually in congregate and non-congregate shelters and possibly other locations across the operation as necessary.

     

    This position is a temporary assignment expected to last 3-12 months. It requires a 40-hour work week which may be conducted over a 4 or 5 day per period. Weekend availability may be required. The position may also require periodic overnight on-call coverage.

     

    The American Red Cross Disaster Health Services program is an RN-led model of care provided in a community setting. The primary purpose of the program is to provide supportive, assistive care and is unique in that it allows healthcare professionals to use their skills in assessment, care, teaching, coaching, and coordinating recovery to promote and achieve an optimal level of health for a client after disaster. Disaster Health Services workers may need to lead care coordination for clients with complex medical needs to promote their safety while residing in Red Cross sheltering. Disaster Health Services workers promote client independence and resiliency.

    Key Responsibilities:

    • Mentor and supervise DHS Service Associates assigned to them.

    • Coordinate with other supervisors and managers on the operation to ensure that DHS Service Associates and Shelter, Disaster Mental Health (DMH), and Shelter Resident Transition (SRT) workers are working together to ensure clients have internal and external access to health resources and supports.

    • Collaborate with the SRT and DMH supervisors to coordinate and lead case conferencing activities to ensure there is a holistic understanding of a client’s needs and ensure those needs are being met; also responsible for coordinating and following case escalation processes to assure a client’s complex health needs, which often require health-related services outside those available within a Red Cross setting, are met.

    • Participate in routine coordination calls with the National Headquarters Client Care Program team to ensure the DRO has access to training, programmatic guidance, feedback and subject matter expertise support.

    • Ensure DHS workers are providing health education, health assessments and when necessary, a determination of client need for a higher level of care, that needed beyond what can be provided in a shelter environment.

    • Ensure DHS workers are assisting clients in the replacement of medications, durable medical equipment, or consumable medical supplies.

    • In coordination with the local community, develop partnerships with state and local health agencies and community-based organizations to facilitate effective client referrals.

    • Advocate for clients’ healthcare needs and assist clients in connecting with community-based healthcare services and resources.

    • May provide hands on care for shelter clients to include but not limited to assistance with activities of daily living, minor wound care, incontinence care, and assistance with functional needs.

    • Be available to provide Disaster Health Services support to Red Cross workers as necessary.

    WHAT YOU NEED TO SUCCEED (Minimum Qualifications):

    Education: Bachelor’s degree OR a combination of education and work experience in a healthcare related field.

    Licensure: current, unencumbered license in Florida with one of the following professions including Registered Nurse (RN) or Licensed Practical Nurse (LPN)

    Experience: Minimum 3 years of experience in a clinical setting, or equivalent combination of education and related experience required.

    Training: Red Cross Basic Life Support or CPR/AED for the Professional Rescuer (Proof of certification if previously trained); Red Cross Disaster Health Services and other Red Cross associated training will be provided on the job.

    Travel: A valid driver's license is required.

    Must be computer literate and understand basic programs such as Microsoft Outlook, Teams, Word, Excel, & and familiarity with web-based systems.

    Physical requirements may include the ability to sit or stand for long periods and adapt to long, irregular hours, and frequent schedule changes are required.

    Physical Requirements: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this Job, the employee is regularly required to sit; use hands to handle or feel; and talk or hear. The employee is frequently required to reach with hands and arms. The employee is occasionally required to stand; walk and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 15 pounds and occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. The work environment will consist of moderate noise (i.e. business office with computers, phones and printers, light traffic). The employee must have the ability to work in a small cubicle and have the ability to sit at a computer terminal for an extended period of time.
